Depends how you define cheap! My original list of cheap Bangkok hotels were all under $20 per night. The latest list, which I've cleverly titled "More Cheap Bangkok Hotels" has a couple of hotels on it that will run you a minimum of 1,000 baht per night, which, at the current exchange rate, is about 30 bucks a night.
In most markets $30 would absolutely be considered cheap, but Thailand is (or at least can be) a budget destination, and $30 hotels aren't all that rare. I've talked to many travelers who'd think that was expensive here!
Still, I'm sticking with "cheap" to describe these hotels. $30 is never going to get you luxury diggs in Bangkok and it's usually not even going to get you a basic tourist-class hotel. You will get something that's either in a great location but small or rundown, or surprisingly nice, if slightly out of the way (imm fusion Sukhumvit is the perfect example).
